About

Brock Howell is the executive director of both the Snohomish County Transportation Coalition (Snotrac), and the Everett Station District Alliance (ESDA).

Snotrac addresses mobility gaps for people with disabilities, older adults, youth, and low income by coordinating services between public, nonprofit, and private transportation providers.  ESDA partners to create a safe, equitable transit-oriented neighborhood near Downtown Everett.  Brock also founded Bicycle Security Advisors to provide best practice recommendations on bike parking and theft deterrence to cities, colleges, and developers.

Dedicated and passionate to build more equitable and sustainable communities through partnerships, Brock recently helped launch new transit services in North Snohomish County, connecting Stanwood, Arlington, and Darrington.  

Other professional highlights include: establishing and implementing a new business improvement area around Everett Station; leading the outreach and communication efforts for Sound Transit’s 2016 ST3 ballot measure and the City of Seattle’s 2015 transportation levy; saving King County Metro from 17% service cuts in 2011; and playing key roles in successful efforts to pass statewide transportation packages in Washington and Oregon. 

Brock has worked to lift-up the most disadvantaged communities by securing funding and providing technical assistance to equity-forward community-based organizations in majority-minority neighborhoods; creating and maintaining equity committees to inform transportation campaigns and land use planning; and writing equitable engagement best practice recommendation reports for public agencies.

As someone who grew-up on a small cherry and apple orchard encroached upon by urban sprawl, Brock continues to work toward stronger communities connected by transit, bikeways, and public plazas. Brock makes time for runs around Green Lake with his labradoodle Clarence and small adventures by hike, bike, and kayak.
